Unit #1 was driving northwest on US-23 in the right lane. Unit #2 was stopped on the right shoulder on US-23; facing northwest. Unit #1 traveled onto the right shoulder of US-23 and struck the rear of Unit #2's trailer. After impact; Unit #1 rotated clockwise and struck the left side of Unit #2's trailer.
