Additional Narrative

U1 was NB on I-270 at MP 38.4 in lane 3 with audible signal & emergency lights off.U2 was NB behind U1. U1 reduced speed and moved into lane 2.Contemporaneously U2 moved to lane 2. U1 further slowed upon approach to the emergency turnaround near MP 38.4. As it did so; U2 moved into lane 1. U1 turned left into the turnaround from lane 2 (to access I-270 SB); crossing lane 1 in front of U2. U2 turned left in an evasive effort; converging with U1 in the turnaround. U1 struck the right side of U2 as U3 was simultaneously NB in lane 1 closing on U1; which was projecting into the roadway.U3 braked & struck the right rear of U1.
