Unit 1 was traveling eastbound on Refugee Rd.; in the westbound lane of travel. Unit 2 was a pedestrian who was traveling westbound on Refugee Rd. in the westbound lane of travel. Unit 1 went off the north side of the roadway; striking unit 2 ; then a guardrail.    Unit 2 was identified as Derrick T Wilson; DOB 3/29/79.  Mr. Wilson was pronounced deceased at 11:09pm at Mount Carmel East.   Guard rail Owned by Ohio Department of Transportation : 1980 West Broad Street; Columbus; OH 43223;  (614) 466-7170?
