Unit 1; a marked Springfield Township Police vehicle; was being operated on official business by an on-duty Springfield Township Police Officer at the time of this incident. Unit 1 was traveling northbound in the 7000 block of US-127 in the right lane of travel operating with its overhead emergency warning lights and audible siren activated while responding to an emergency call for service. Unit 2 was traveling southbound in the 7000 block of US-127 in the right lane of travel. At this point; the operator of Unit 1 attempted to change into the left lane of travel after the termination of a construction area. The operator of Unit 1 initiated a passing maneuver in order to overtake a vehicle that was in the right lane. During this maneuver; the driver of Unit 1 lost control of the vehicle within the T- intersection of Flora Avenue. This was evident by the tire marks produced on the asphalt pavement. Unit 1 became vertically displaced in a counterclockwise manner as it struck a raised curb of a center traffic island; while simultaneously striking a large landscape boulder causing Unit 1 to become both laterally and longitudinally displaced. As a result; Unit 1 began an inverted roll as it became airborne. Unit 1 continued its displacement; as it traveled into the southbound traffic lanes of US-127. At this point; Unit 1 impacted Unit 2 on the left front portion of the vehicle whi
