UNIT 1 WAS TRAVELING EASTBOUND ON E. FIFTH ST. UNIT 2 CROSSED THE ROAD NOT IN A DESIGNATED CROSS WALK. UNIT 1 DID NOT SEE UNIT 2 IN THE ROADWAY; DUE TO THIS IT CAUSED UNIT 1 TO STRIKE UNIT 2.
