Unit 1 was WB on Ft Recovery Minster Rd at varying slow speeds. Unit 2; also WB; slowed to a following speed pace behind Unit 1. Unit 1 was also traveling with a large size dog on his lap; possibly being a distraction to the driver as it was reported that the driver was swerving from the white to yellow line in the WB lanes. Unit 2 reported that Unit 1 slowed down; traveling over to the white line and Unit 2 believed there was an opportunity to safely pass Unit 1. While Unit 2 was passing; Unit 1; for an unknown reason; traveled back across the roadway and yellow line; striking Unit 2's trailer. Unit 1 's driver was ejected onto the roadway and Unit 1 traveled off the northside of the road.
