Unit 1 was NB on W 14th St approaching traffic that was stopped at Rowley Ave. For unknown reasons; Unit 1 failed to observe the stopped traffic before colliding with the rear of Unit 2. Unit 2 collided with the rear of Unit 3; causing Unit 3 to collide with Unit 4.
