Additional Narrative

According to witnesses; Unit 1 was walking NB on SR 176 north of MP 19. The witnesses got out of their vehicle to try to talk the pedestrian out of walking in the traffic lane. Unit 1 then lied supine near the middle of the roadway when SB Unit 2 ran over Unit 1. A short time later; SB Unit 3 also ran over Unit 1. The operator of Unit 2 informed me that she was unable to discern what was in the roadway when she ran over Unit 1. The operator of Unit 3 informed me he was unable to avoid running over what he though was debris in the roadway.
