Unit 2; a pedestrian standing on the north sidewalk of E. Exchange St. ; was attempting to cross E. Exchange southbound west of Allyn St. Unit 2 stopped short of the double yellow line due to heavy traffic and was standing in the left westbound lane . A witness in a full size van traveling westbound in the left lane approaching the pedestrian; changed lanes to the right to avoid striking unit 2. Unit 1; westbound in the left lane behind the van and unbeknownst a pedestrian was in her travel lane; struck unit 2. Unit 1's view of unit 2 was obstructed by the van.
