Unit 1 was traveling; lights and siren e/b within the inside lane of E 28th Street; passing Caroline Ave. Unit 2 was traveling w/b on E 28th Street traveling under the railroad crossing underpass; approaching Unit 1. Due to Unit 1 being an emergency vehicle in response; several uninvolved vehicles pulled to the right yielding the right of way to an emergency vehicle. Unit 2 continued w/b driving left of center across the double solid yellow lines "Head on" towards Unit 1. In doing this Unit 2 struck Unit 1 head on. Unit 1 pushed Unit 2 backwards through the intersection of E 28th Street and Toledo Avenue causing Unit 2 to rotate clockwise; coming to rest on the curb of the south side of the street.
