Unit 1 was waiting to cross the IR 90 EB lanes near mile post 177.2 to retrieve a tire which was in the left shoulder against the median wall after separating from the vehicle he was driving. Unit 2 was EB on IR 90 in the #1 lane. As Unit 1 began to cross the four lanes of travel; he was struck by Unit 2.
