Additional Narrative

Unit 1 was walking on the northbound side of SR 4 on the shoulder. Unit 1 flagged a motorist down that was traveling southbound to ask for a ride. After speaking with the motorist; Unit 1 then ran back toward the northbound shoulder; crossing northbound traffic. Unit 1 was struck by Unit 2 which was northbound. The identification of Unit 1 could not be determined at the time of this report.
